What's changed and what's stayed the same in the rate case world? Rob Schain, President of RRA, will discuss current rate case activity, rate case fundamentals, the calculation of revenue requirement, rate of return, rate base, ROE, and regulatory accounting issues. Additionally, he'll share his analysis of a sample rate case.

Non-Traditional Regulatory Practices
Setting allowed returns on equity is not an exact science. Traditional methods, such as the dividend discount model, CAPM, and the interest rate proxy plus a risk premium, have been utilized for decades in setting allowed returns; however, they are not complete, and sometimes, are not adequate. The recent economic period and the events leading up to it provide evidence that alternative, non-traditional, methods to setting allowed returns should be considered, in addition to traditional methods, in order to raise the quality of decisions. This session will consider the Fama-French three factor model, other multi-factor return models, and how behavioral finance influences market efficiency. Alternative regulator policies are also discussed.
